Este ensaio continha queixas relativas a tudo que era baseado em software e tecnologia digital, reclamações dos sistemas organizacionais de qualquer natureza, questionamentos sobre a validade dos projetos e insatisfações com os processos de implementação. Suas queixas eram do tipo:&lt;/span&gt;&lt;/p&gt;&lt;span style="font-family:verdana;"&gt;&lt;ul&gt;&lt;li&gt;O projeto do sistema já estava em andamento há mais de um ano e nenhum resultado aparecia, pois até agora todo o esforço dos especialistas esteve voltado para a organização da equipe de desenvolvimento. Ainda nem tinham analisado as necessidades dos clientes.&lt;/li&gt;&lt;li&gt;Todos concordam que a qualidade do nosso sistema de atendimento depende de harmonia interna, mas a diretoria tem feito uma pressão tão grande por resultados que os clientes, que reclamam do atendimento, percebem que estamos a ponto de explodir.&lt;/li&gt;&lt;li&gt;O sistema é muito complexo e tem falhado com qualquer deslize de rotina, mas para acertá-lo dizem que todos os usuários precisam passar por um treinamento intensivo.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Mais tarde, como consultor independente, eu continuei a observar reclamações desse tipo por muito tempo, notando que elas apenas mudavam de endereço e escopo. Em outras palavras, usuários de diferentes níveis hierárquicos continuavam insatisfeitos com as falhas de todos os sistemas que dependiam de interação humana. &lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:verdana;"&gt;O pior é que essa insatisfação tende a continuar por muito tempo, pois as metodologias de desenvolvimento de sistemas e de gerência de projetos&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;73&lt;/span&gt;&lt;/a&gt; ainda não contemplam uma forma de harmonizar conflitos que ocorrem entre executivos, especialistas e operadores, agentes integrantes das três micro-culturas&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;78&lt;/span&gt;&lt;/a&gt; básicas do ambiente organizacional. &lt;/span&gt;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;span style="font-family:verdana;"&gt;O agente executivo é aquele administrador que está sempre atento às vantagens competitivas não importando a elegância da obtenção dos resultados nem como eles vão ser obtidos, desde que os custos se justifiquem. &lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:verdana;"&gt;O agente especialista é aquele gerente, assessor ou profissional pragmático, que quer sempre aprender mais para obter precisão, elegância em soluções genéricas que apresente simplicidade nos resultados, sem levar em conta os custos do esforço da sua equipe. &lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:verdana;"&gt;O agente operador é aquele usuário de qualquer natureza funcional ou hierárquica que, com seu espírito prático, orienta-se para a obtenção de resultados com o que já sabe sem preocupação com soluções genéricas ou com redução de custos. &lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;&lt;span style="font-family:verdana;"&gt;Contudo não se pode negar que a evolução da tecnologia das comunicações e da informação, ao mesmo tempo em que possibilita o atendimento das necessidades de integração e diferenciação das empresas,&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;67&lt;/span&gt;&lt;/a&gt; provoca mudanças impressionantes que exigem reestruturações completas nas organizações sujeitas ao desafio das complexidades crescentes dos seus sistemas.&lt;br /&gt;&lt;/p&gt;&lt;/span&gt;&lt;p&gt;&lt;span style="font-family:verdana;"&gt;Dentre as mudanças destaca-se a ampliação do espectro de conectividade, o aumento da velocidade de tratar os dados para extrair informação e a criação de conhecimento para aumentar o valor do capital intelectual.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;18&lt;/span&gt;&lt;/a&gt; Há indícios de que a melhoria da conectividade esteja reduzindo a insatisfação dos usuários com relação aos sistemas que dependem de comunicação inter-organizacional. Acredita-se também que a velocidade no tratamento dos dados esteja possibilitando a criação de organizações mais responsivas e competitivas.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;42&lt;/span&gt;&lt;/a&gt; Nesse contexto foram criados sistemas para facilitar o desenvolvimento de práticas de gestão do ambiente de conhecimento e aprimorar o capital intelectual das organizações. Somam-se a isso os sistemas de inteligência de negócios&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;56&lt;/span&gt;&lt;/a&gt; que, possibilitando a extração de informação útil literalmente minerando&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;106&lt;/span&gt;&lt;/a&gt; na gigantesca massa de dados criados pelos sistemas transacionais, orientam decisões estratégicas de negócios, proporcionado vantagens competitivas antes impensáveis.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:verdana;"&gt;Entretanto, apesar de todas essas conquistas, do complexo relacionamento entre usuários e especialistas, ainda emergem reclamações principalmente devido à incompatibilidade entre modelo, especificações, necessidades e formas de uso do sistema. Modelo do sistema concebido pelos especialistas, especificações dos componentes adequados ao modelo, descrição das necessidades feita pelos usuários, e formas como eles pensam e agem principalmente nos momentos de crise.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;10&lt;/span&gt;&lt;/a&gt; Percebe-se então que é necessário respeitar as complexidades e aplicar as teorias existentes com mais consistência,&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;11&lt;/span&gt;&lt;/a&gt; procurando evitar danos e aplacar as resistências às mudanças através da prática de Pensamento Sistêmico que possibilite uma abordagem mais pragmática.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;40&lt;/span&gt;&lt;/a&gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:verdana;"&gt;Visando amenizar os efeitos danosos da aplicação de teorias inadequadas e reduzir a resistência às mudanças, criam-se métodos, técnicas e ferramentas para diminuir a insatisfação daqueles que usam os diversos tipos de sistemas. Em termos de metodologia, cada vez mais se leva a sério a gerência de projetos que hoje é uma disciplina composta de um número crescente de módulos.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;73&lt;/span&gt;&lt;/a&gt; Destaca-se também metodologias para o aproveitamento dos aspectos construtivos da aberta resistência às mudanças,&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;13&lt;/span&gt;&lt;/a&gt; registro das lições aprendidas,&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;107&lt;/span&gt;&lt;/a&gt; incluindo a documentação de narrativas, informações e contexto.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;89&lt;/span&gt;&lt;/a&gt; Essas metodologias se tornam cada vez mais importantes em projetos de sistema orientados à gestão do ambiente de conhecimento. &lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:verdana;"&gt;Contudo, parece que a documentação das lições que se tira dos fracassos e sucessos no desenvolvimento de projetos desse tipo não é suficiente para criar uma cultura do sucesso na implementação de sistemas.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;78&lt;/span&gt;&lt;/a&gt; Tudo se passa como se não houvesse documentação das lições aprendidas ou nem mesmo metodologia para estabelecer prioridades no aprimoramento de sistemas.&lt;br /&gt;Tudo isso que acontece no mundo das práticas parece um contra-senso relativo à gerência de projetos que já deveria estar muito mais avançada, pois muito antes dos atuais métodos, técnicas e ferramentas, já existiam antigas teorias sobre projetos e ainda muito mais antigas teorias em torno do pensamento sistêmico.&lt;br /&gt;Abordagens teóricas consistentes sobre os Sistemas, que já existem pelo menos desde a década de 70,&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;11&lt;/span&gt;&lt;/a&gt; destacam a importância e o desafio de mantê-los funcionando sem falhas.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;22&lt;/span&gt;&lt;/a&gt; Em 1975 Gall&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;33&lt;/span&gt;&lt;/a&gt; lançou seu "Systemantics" sem compromissos com o meio acadêmico e aparentemente uma espécie de paródia à teoria dos Sistemas na linha do Parkinson,&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;70&lt;/span&gt;&lt;/a&gt; Murphy&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;07&lt;/span&gt;&lt;/a&gt; e Peter.&lt;a href="http://sdih.blogspot.com/2007/05/referncia.html"&gt;&lt;span style="font-size:78%;"&gt;71&lt;/span&gt;&lt;/a&gt; Para muitos pareceu um livro apenas hilário pelos seus comentários, comparações e casos estranhos. Entretanto para aqueles que buscavam mecanismos para refletir sobre o tema, o livro do Gall caiu como uma luva.
